Problems of Agricultural and Demographic Development of RussiaFrom the Editor

 In October 1721, the celebrations in St. Petersburg on the occasion of the conclusion of the Treaty of Nystad with Sweden ended with a solemn ceremony of presenting the tsar with the title of Peter the Great, Father of the Fatherland and Emperor of all Russia. On October 22, Peter I accepted the title of Emperor. Russian statehood has acquired the highest status in the system of monarchical regimes. The articles of the submitted issue of “Historical Courier” are devoted to the three hundredth anniversary of the implementation of the Russian Imperial Project, interrupted in 1917. Their authors are predominantly Siberian historians, as well as researchers from other regions of the Russian Federation and the Republic of Kazakhstan.

 To the Question of the Origin of the Cabinet Secretary of Peter the Great Alexei Vasilyevich Makarov

 The article deals with a little-studied issue from the history of the origin of Alexey Vasilevich Makarov, the secretary of the Cabinet of Peter the Great, and the reasons of his promotion to the top of Russian ruling elite in the early 18th century. The study is based on the analysis of documents from the family archive of the Makarov family, which now is preserved in the Manuscript Department of the National Library of Russia. The major part of it has never been investigated. In conclution the author advances a hypothesis that the informal relationships between the Makarov and Shapkin families influenced strongly the career of A.V. Makarov.

 “The Zealous Voivode”. Illarion Sinyavin and his Relatives in Service in Siberia During the Times of Peter the Great’s Reforms

 The article deals with the official activities of the Siberian governors Illarion, Boris and Alexei Senyavin. It is shown that the Senyavins noblemen in the era of Peter the Great's transformations proved to be skillful administrators and military leaders, they made a great contribution to the strengthening of the Russian border in the south of Siberia, the economic development of the cities of Kuznetsk, Irkutsk, Kungur and the Bakhmut province.

 Siberian Managerial Elite of the Early 19th – 20th Centuries

 The article analyzes key parameters (age, terms of office, ranks according to the “Table of Ranks”, education, ratio of the military to civilians) of the top-level administrative in Siberia from the early 19th to 1917. It states that in an extreme situation the local government bodies lost “PR campaigns” to the opposition and revolutionary elements. During the First World War, there was no significant change in administrative activities of the governors. By 1917, the personnel policy concerning the regional top managers had begun to falter.

 Historical Time Series for Gold Mining in the Russian Empire (1741–1917)

 The article is a scientific and economic study of the amount of gold mining in the Russian Empire based on the methodological features of the historical time series compilation. The use of a unified methodology for the historical time series compilation allowed us to present data on the production of dore gold, panning gold and pure gold in the Russian Empire in the period from 1745 to 1917, based on the systematization of information from various sources.

 The Development of Private Mining Factories in Ufa Province in the Context of the Economic Crisis at the Beginning of the 20th Century

 The article deals with some aspects of history of the private mining factories in the Ufa province during the economic crisis of 1900–1903. The article describes economic indicators of Avzyan-Petrovsky, Kaginsky, Katav-Ivanovsky, Lemezinsky, Uzansky, Ust-Katav and Yuryuzan-Ivanovsky factories. It was revealed the dependence of cast iron smelting at the private mining factories during the economic crisis the beginning of the 20th century. Special measures of the government and banks to support industry, are shown.

 Relations Between the Authorities and Siberian Journalists in the Second Half of the 19th – Early 20th Century

 In the second half of the nineteenth century, the formation of a professional community of Siberian journalists took place. As part of this process, the press employees developed their own professional practices, value orientations, behavior models, realized the specifics of their activities, established social ties with persons of various social and educational status, including with representatives of the authorities. Based on sources of personal origin, materials from periodicals, as well as office documentation, the author analyzed the relationship established between the administration and the community of Siberian journalists.

 The Struggle of the Medical Corporation against the Imperial Administration in the Late 19th – Early 20th Century (on the Example of Eastern Siberia)

 The article is devoted to the political life of the medical community of Eastern Siberia in the late 19th – early 20th century. The forms of participation of medical workers in the fight against the imperial administration from participation in revolutionary activities to cooperation within the local government are considered and analyzed. The majority of medical workers were inclined to democratic forms of management. As the main sources that served to describe these forms, materials from archives and memoirs of contemporaries were used, as well as data from the periodical press that preserved people's lively reactions to current events in political life.

 Strengthening an Empire: the Policy of Russification on the Northern Outskirts of the Country in the 19th – Early 20th Century (Based on the Materials of the Olonets Province)

 The article examines the main laws of Russification policy. Its implementation in the European North of Russia is associated with the activities of the Russian Orthodox Church, the local administrative apparatus and the system of primary education, specially designed to work with children of “inorodtsy” (non-Russian population). The theoretical basis for the measures taken was the ideas of Nikolai Ilminsky, creatively reworked in relation to local conditions.

 

 The financial support of the research was carried out from the federal budget to fulfill the state task of the KarSC RAS on the topic: “Karelia in the Conditions of Social Transformations of the 17th – 21st Centuries: new Approaches and Interpretations” (state registration number 121070700117-1).

 Formation of a Secular Tendency in the Turkic Society of the Russian Empire: European-Russian and Muslim Education in the Interpretation of Ch.Ch. Valikhanov and M.-S. Babadjanov (Late 1850s – Early 1860s)

 The presented Kazakh intellectuals of the middle of the 19th century – Ch.Ch. Valikhanov and M.-S. Babadzhanov – on the state of European-Russian and Muslim education in the Kazakh Steppe. Based on the analysis of the works of these figures, it was concluded that the views of Ch.Ch. Valikhanov represented the initial stage of the formation of a secular trend in the Turkic society of the Russian Empire and can be qualified in the historical and cultural aspect as a Euro-Asian intellectual phenomenon.

 The Village of Krivoshchekovo in the Tomsk District as a Border Point of Trade between Russians and Teleuts

 The article examines the issue of trade relations between Tomsk servicemen and foreigners at the beginning of the 18th century. The documents of 1708 were analyzed, as a result of which conclusions were drawn about the period of the emergence of the village of Krivoshchekovo on the Teleut boundary and the personality of its founder, examples of the state and scale of trade turnover in the border territories of the Middle Ob region were shown, an idea was given about the property of service people who had power, their relationships, abuses regulations, and also considered the details of the investigative system's mechanism in Siberia.

 Academic Expeditions to Siberia of the 18th Century as a Factor in the Modernization of the Russian Empire

 The article for the first time represents importance of the academic expeditions to Siberia of the 18th century as a factor in the modernization of the Russian Empire. The researcher by means of neoclassical model of modernization paradigm for the study of expeditionary materials shows the significant role of travelers in the formation and development of classical science in Russia, the implementation of the imperial policy in Siberia and the Far East, the economic development of the region's natural resources. It is concluded that the Academy of Sciences was institutional, units of academic expeditions were collective and their participants were individual actors of Russian modernization.

 Administrative-Territorial Division of the Territory of the Tomsk District Uyezd (Region) of the Tomsk Province in the Second Half of the 19th – First Quarter of the 20th Century

 The article considers the results of the study of the lower administrative division of the Tomsk district in of the Tomsk province in the second half of the 19th – first quarter of the 20th century. The main changes in the parish boundaries from 1878 to 1926 were revealed, while observing the principle of territorial continuity. A schematic cartographic model has been compiled to visualize the changes that took place, as well as to establish the ratio of administrative-territorial structures at the pre-revolutionary and earlier Soviet stage.

 Imperial Projects in Siberia: a View from the Provinces

 The article examines the participation of the provincial budgets of Siberia in the implementation of large imperial projects of the late 19th – early 20th centuries. Such significant government initiatives as the unification of administrative and judicial structures, the introduction of universal primary education, and a number of measures to ensure foreign policy were studied. The use of local resources in the processes of colonization of the region, in the sphere of construction and maintenance of roads, was the most active. The study is based on the analysis of the government records and archival materials of the provincial and uyezd levels.

 Anglo-American and German Studies in the Late Imperial History of the Russian Far East as Evaluated by the Foreign and Domestic Historiography (the Second Half of the 19th – Early 21st Century)

 The article provides an overview of the works by the Russian and foreign researchers who studied English- and German-language historiography of Russia's Far Eastern policy during the late imperial period. These authors emphasized the role of ideological and political factors that influenced the work of Western historians. They also concluded that the conception of Russia's aggressive imperialist policy in the Far East had become prevalent in Western historiography by the early 1950s. A more objective assessment of Russia's activities in the region is presented in historical studies published in the latter half of the 20th – early 21st century.

 The Activities of the Novonikolaevsk Military Sports Committee on Pre-Conscription Training in 1916–1917

 The First World War became a difficult test for the Russian Empire – a test, which had to be passed only by the direct participation of both society and the economy. An example of cooperation between the military and civilian spheres was the pre-conscription training of students from various educational institutions for subsequent military service. The organizers had to face a lot of difficulties, which could not be overcome due to the lack of time. These difficulties included: lack of accommodations, funds, instructors, and equipment. It was not immediately possible to create a unified training method and achieve unification into a single mechanism.

 Novonikolaevsk Goods Market during the Civil War (Late May 1918 – Mid-December 1919)

 The article analyzes the dynamics of commodity-money relations in the key trade and transport hub of Western Siberia – the city of Novonikolaevsk, which from the end of May 1918 to mid-December 1919 was one of the largest strongholds of the counter-revolution in eastern Russia. On the basis of a wide range of sources, changes in political and economic conditions, the range of trade subjects, the range of goods, demand and prices have been studied.

 Cognitive Tasks, Mnemonic Tables and Didactic Games: Approaches to Problem-Based Teaching of History in Russian Pedagogy of the 19th – 21st Centuries

 The article examines the didactic practices used by Russian teachers of the 19th – 21st centuries for the implementation of the problem-based approach in teaching history. The tradition of cognitive tasks in history, its transformation in the 1990s – 2010s is considered. The archival material is used to study the originality of V.A. Zhukovsky on teaching history with the help of special signs that made it possible to encode and decode historical information. The conclusion is made about the significant potential of this technique for the implementation of the problem-based approach at the initial stage of teaching history.
