The article deals with the results of the study of the lower administrative-territorial division of the Tomsk uyezd of the Tomsk province in the second half of the 19th – first quarter of the 20th century. The author concludes that the reform of the rural area (volost) borders in the post-reform and post-revolutionary periods was associated with an increase in the population. The greatest structural changes occurred during the period of mass peasant migrations to Siberia at the beginning of the 20th century. In turn, after 1917 and until the establishment of the zoning system in 1925, in the territories of the former Tomsk uyezd (Novonikolaevsk and Tomsk uyezds of the provinces of the same name), the processes of revising the internal administrative division continued, which, in fact, were a continuation of the imperial policy regarding the structure of the lower territorial formations. In addition to changes in the quantitative indicators associated with the growth of the number of administrative units, the qualitative ones also changed. First of all, the gradual elimination of the system of separate “foreign” management, took place, with the subsequent inclusion of these territories in the enlarged volosts (districts). As the main historical source, the author used cartographic materials, with the help of which it was possible to observe the principle of territorial continuity, as well as to identify local changes in individual groups of parishes. In the course of the work, comparative tables were created, which show the key changes in the grassroots division of the territory of Tomsk district (uyezd) in the second half of the 19th – first quarter of the 20th century. For the purpose of spatial visualization of the changes that took place, a schematic cartographic model was compiled, which in comparison shows the boundaries of the grassroots division in 1914 and 1925.
