The First World War became a difficult test for the Russian Empire. In addition to the military effort itself, the country required the direct involvement of civil society and the economy. While many charitable organizations and circles operated in the country since the beginning of the war, by the end of 1915 pre-conscription training had been established, which involved training students from various educational institutions for subsequent military service. The training became an example of cooperation between the military and educational spheres within the framework of special Military Sports Committees (associations that organized pre-conscription training at the local level), as well as a direct and consistent involvement of civil society into the training of potential recruits. For example, in Novonikolaevsk, the chief of police and the city head took part in the work of the Military Sports Committee. At the same time, due to the fact that training was introduced directly during the war, the organizers had to face many difficulties, to overcome which could not be overcome offen due to the lack of time. These difficulties included, funds, instructors, necessary equipment, including rifles, lack of communication with each other. Another important factor was that educational institutions had to initiate various measures to establish training in the field separately from other educational institutions. It was not immediately possible to create a unified method of training and achieve integration into a single mechanism. The struggle with these and other difficulties was carried out until the termination of training in 1917.
