Relations Between the Authorities and Siberian Journalists in the Second Half of the 19th – Early 20th Century

 In the second half of the 19th century, the formation of a professional community of Siberian journalists took place. As part of this process, press employees developed their own professional practices, value orientations, behavior models, realized the specifics of their activities, established social ties with people of various social and educational status, including with government representatives. Based on sources of personal origin, materials of the periodical press, as well as office documentation, the author analyzed the relationship established between the administration and the community of Siberian journalists. The editor of a periodical often personally got acquainted with the governor and the governor-general of the region where it was published. The conditions of publication, as well as the position of employees, depended on the governors perception of the press organs. Journalists communicated with the authorities through a censor, whose role in Siberia was often performed by the head of the region. The change of the censor could have a positive impact on the functioning of a periodical, the possibility of publishing topical materials. The perception of journalists by the officials as an opposition group, the awareness of the influence that they exerted through newspaper and magazine articles on various segments of the readership, did not contribute to the legal registration of the community.
