Socio-Economic Problems of Single-Industry Settlements of Khakassia in the Context of the Market Economy

The rejection of the planned economy in post-Soviet Russia has become a decisive factor in the transformation of the economic life of the country’s cities. For Khakassia, the decline in industrial production and the termination of the activities of some enterprises turned out to be particularly painful, as they affected the life of medium and small towns represented in the region mainly by single-industry settlements. The winding-up of the production activities at city-forming enterprises in such settlements entailed disastrous consequences for the entire town, especially in the socio-economic sphere. The article aims to show the need for solvation of the socio-economic problems of single-industry settlements in Khakassia as one of the most important tasks facing the regional authorities. The work is based on statistical data, as well as information obtained as a result of a sociological survey among residents of single-industry settlements in the region (a sample of 1.000 people), and the results of expert interviews with the heads of these settlements. It is proved that the set of those significant socio-economic problems that they face in everyday life is not specific and is generally relevant for the urban population of the Siberian Region. These results may be of interest in the context of the discussion about the existence of “single-city identity” and the existence of the phenomenon of “a single-city citizen”.
