The Urbanization in the North Siberia: The Problems of Formation of the Urban Population and Settlement System in the 20th Century

The article reconstructs the process of the urbanization development of the national regions of Northern Siberia in the 20th century, which turned from economic underdeveloped territories with the small, mainly nomadic indigenous population into a rapidly developed industrial centers with the high concentration of urban population and the urbanization rates by the end of the 20th century. An analysis of the urban population was carried out on the basis of official statistical data. The process of the formation of the urban population in the soviet period was analyzed as a result of active mechanical growth (migrations) and the transition of the rural population to urban status as a result of administrative decisions are based on the methodological concepts of modernization and urbanization transitions. With the beginning of forced industrialization in the country, traces the trends of the soviet state policy to attract human resources and consolidate them in the North, including through financial incentives. The changes in the administrative and territorial structure of the regions, as well as in the structure of settlements, are shown. The new criteria for cities and urban settlements established by regulatory acts are considered, among which a new form of urban settlements of the population has become widespread − working settlements formed in areas of concentration of production of the forestry and fishing industries, extraction and development of raw materials in the northern regions.
