Evicted “Parasites” in Krasnoyarsk Krai in 1961−1965: Between Integration and Isolation

The article examines the situation of evicted “parasites” in Krasnoyarsk Krai in 1961−1965 in the context of changing norms and practices of social control during the thaw period. The implementation of the decree of the Presidium of the Supreme Soviet of the RSFSR “On strengthening the fight against persons evading socially useful work and leading an antisocial parasitic lifestyle” of May 4, 1961, led to the eviction of more than nine and a half thousand “parasites” to Krasnoyarsk Krai in the period 1961−1965. The decree attempted to combine the repressive idea of the need to evict "malicious parasites" with the concept of their re-education by society through forced inclusion in work collectives at the place of settlement. It was not possible to implement the strategy of reintegration of “parasites” due to the lack of a well-thought-out system of adaptation and re-education of settlers. The public and local leaders tried to distance themselves from issues related to the “parasites”, trying to shift all the work to the police. In turn, the police failed to ensure the proper level of administrative supervision of the evicted, as a result of which many “parasites” continued to engage in the same “antisocial” activities in the places of settlement for which they were evicted. It was concluded that the conditions that developed in the places of settlement led to the intensification of the processes of social marginalization and an even greater expulsion of “parasites” to the periphery of Soviet society.
