Relocation of Residents and Relocation of Buildings from the Flood Zone of the Bratsk Hydroelectric Power Station

 The article considers the organization of work on resettlement of the population and transfer of buildings, structures and facilities from the flood zone of the Bratsk hydroelectric power station reservoir. The end of the Great Patriotic War marked the beginning of post-war industrialization, including in the Irkutsk region. In this regard, the deficit of electricity in the region began to increase. The solution to this problem was the construction of a cascade of hydroelectric power plants in the Irkutsk region. The article considers the sequence of work, problems that arose during the organization of resettlement of the population, as well as the positive and negative aspects of the preparation of the Bratsk hydroelectric power station reservoir bed for flooding. Thus, the regulatory framework governing this activity was determined. Attention is paid to the places subject to flooding and the order and timing of resettlement. Consideration of the problems arising during the organization of resettlement of the population and the transfer of buildings gave reason to believe that the problems existed throughout the preparation of the reservoir bed. Thus, facts of gross violation of plans for the development of district centers and rural settlements, activities not in accordance with established regulations, abuse of office, holding events not in accordance with approved plans, shortage of building materials and labor, etc. were revealed. The issue of resettlement of residents was considered. The problems faced by this category of people were noted. Resettlement required a lot of effort from them, low mobility of citizens was noted. It was concluded that the construction of the Bratsk hydroelectric power station had both positive aspects, consisting in the development of the region, an increase in the number of jobs, etc., and negative aspects, which consisted in the resettlement of the population, deforestation, disorganization of the events, abuse of office, etc.
