Implementation of the Kuzbass Food Program in the Second Half of the 1980s (Analytical Note of the Regional Department of Statistics of the Kemerovo Region)

The analytical note of the Regional Department of Statistics “On the progress of implementation of the Kemerovo Oblast Food Program”, revealed in the funds of the State Archive of Kuzbass, is introduced into the scientific turnover. Its content is important for understanding the specifics of agricultural development in the region in the second half of the 1980s. The publication is preceded by an introductory article, which analyzes the development of the agrarian sector in the 1980s. The agrarian crisis of the early 1980s forced the government to take anti-crisis measures. The regional Food Program of Kuzbass set challenging tasks, the solution of which implied an increase in capital investments, and supplies of machinery and fertilizers, introduction of economic mechanisms, etc. Measures to support the agricultural sector taken as part of the implementation of the Food Program of Kuzbass led to an improvement in the years of the twelfth Five-Year Plan. Grain farming, meat and dairy cattle breeding, egg poultry and sheep breeding demonstrated positive dynamics. A decrease in production took place in potato and vegetable production in the region. The number of auxiliary farms grew considerably. The scale of patronage assistance of the city to the village expanded, the patronage enterprises helped in harvesting, year-round repair of machinery, built and reconstructed greenhouses, garages, and livestock buildings. Nevertheless, the Food Program of Kuzbass was not fulfilled by most of the established indicators. A significant amount of agricultural products was imported to Kuzbass from other regions.
