Khakass Autonomous Region on the Eve and in the First Months of the Great Patriotic War in the Minutes and Decisions of the Executive Committee of the Regional Council of Working Deputies

The article is based on the protocols of the meetings of executive committee of the Khakass Regional Soviet of Workers’ Deputies (early June – late July 1941) found in the archives of the National Archives of the Republic of Khakassia and shows the situation in the autonomous region on the eve and during the first days of the Great Patriotic War. In spite of the fact that in Europe the war already flared up with all its might, the life in the backwoods of the country in prewar time went its course. Being a part of the Krasnoyarsk territory since 1934, the Khakass Autonomous Region had reached many successes during the decade of its existence to the beginning of 1941. From a purely agrarian, backward, mostly cattle-breeding region, the autonomous region by the beginning of the war had become an agrarian-industrial one. The protocols of the Executive Committee of the Regional Council reflect the whole range of diverse problems faced by the executive bodies of the region: from the simplest, everyday life to those of union significance, they show the ordinariness and extraordinary nature of the daily tasks. The materials of the first months of the war illustrate the inertia of the bureaucratic machine in solving urgent wartime problems and their extremely poor implementation, low production discipline in the field, especially at the district level. Many questions of paramount importance had to be repeatedly returned to, systematically ascertaining their nonimplementation. The mechanism of the command-administrative system continued to work in its usual style, but with increasing intensity.
