Animal Husbandry of Novosibirsk Region in the Context of State Agrarian Policy on the Eve and During the Great Patriotic War

 Author analyzes one of the aspects of agrarian crisis of 1940s on example of Novosibirsk region. Pre-war 1940 became the starting point for critical deterioration in indicators of animal husbandry. Beginning of the Great Patriotic War was not so much a direct cause as a factor that deepened the crisis tendencies. Throughout the 1930s agrarian policy of the state led to depletion of regional livestock production potential. Its main negative elements were: over-centralization of management, poor quality of managerial decision-making, a clear bias towards forcing grain production to the detriment of livestock industry, blindness to regional and district agricultural specifics, lack of economic incentives for development of public animal husbandry “from below”, an unbalanced procurement system, which functioned in isolation from production indicators. Wartime conditions (lack of workers, fodder, prepared premises for livestock, etc.) exacerbated the crisis. However, the presence of systemic problems made a quick exit from the crisis after the end of the war problematic.
