“The Irtysh, a Wanderer Between Other Rivers”: Organization of the Activities of the Management Bodies of River Transport in Western Siberia in the First Half of the 1920s on the Example of the Irtysh Basin

The article describes the process of formation of the Soviet inland waterway transport management system in Siberia from 1918 to 1926. The research of documents of the West Siberian River Shipping Company and the Department of Sibwaterway for 1925‒1926, publications of the “Bulletin of the Board of the West Siberian State River Shipping Company and the Department of the inland waterways of Siberia” and other printed sources of the 1920s allowed reconstructing some features of the shipping situation, berthing areas of the period under consideration. Using the example of the Irtysh shipping district the technical condition of the inland waterways of Western Siberia in the period 1925‒1926 is shown, the volumes of dredging works in the Irtysh stretches are considered. The documents of the mid-1920s, found in the State Archives of the Novosibirsk Region, allow us to explore the activities of the Shipping Supervision of the Department of the inland waterways of Western Siberia in the Ob-Irtysh basin in the specified period through messages on the organization of the work of shipping supervision of the Irtysh region. The conducted research of the Irtysh shipping area of the 1920s is especially relevant due to the fact that in the secomd half of the 20th century several reservoirs with hydroelectric power stations and ship-passing facilities were built on the Irtysh River. The Upper Irtysh cascade from the Bukhtarma, Ust-Kamenogorsk, Shulba completely changed the navigable situation on the Irtysh, the outlines of the coastline.
