“Statistical Register of the City of Irkutsk for 1828” by Chief of Police A.N. Muravyov

A new source is introduced into the scientific circulation – “Statistical register of the city of Irkutsk for 1828”, the compiler of which is the Decembrist A.N. Muravyov, who was at that time the Irkutsk police chief. The founder of the Union of Salvation and the Union of Welfare, Alexander Nikolaevich Muravyov, began his administrative career in Irkutsk, and the main reason for joining the service was for him civil and political convictions. The Decembrist showed extraordinary activity and service zeal in the performance of his official duties. Less than a year later, under his command, the Irkutsk police took on an exemplary look. Statistical description of Irkutsk with the attached city plan A.N. Muravyov compiled on his own initiative at the end of 1828. It was presented for the new year 1829 to the Governor-General of Eastern Siberia A.S. Lavinsky and deserved the highest praise as a model for all Russian cities. Unfortunately, the statistical description of Muravyov was not known to researchers for many years and was considered lost. Recently, the source was discovered in the collections of the Manuscript Department of the Russian National Library. It can be stated with full confidence that this is the very statistical description performed by A.N. Muravyov. It really amazes with its informativeness and content, richness and detail of the scrupulously collected statistical information. The published document is of undoubted interest for reconstructing the history of both the city of Irkutsk and Eastern Siberia as a whole.
