NKVD, Economic Councils and the Birth of Communal Departments in Soviet Russia (1918–1920)

 The article studies the process of organizational and functional transformation of local government in the first years of Soviet power. During disputes and conflicts on the local level and in the center, under conditions of rivalry between the NKVD and the Supreme Economic Council, communal departments appeared and took shape. It is concluded that many functions were lost and new ones were acquired, primarily the housing sector, there was an almost complete personnel gap, the formation order changed, but in terms of organization elements of continuity with the pre-revolutionary era are obvious. By the end of the civil war, local authorities managed to survive as a separate economic structure in the form of communal departments under the control and management of the interior department. The author also notes that, during the civil war, quality level of urban government sharply worsened and turned out to be much more bureaucratic.
