Development and Implementation of Resettlement Financing Programs in the Late 19th – Early 20th Century

The article discusses the process of theoretical development and implementation of key principles and mechanisms of financing migrations at Russia in the late 19th – early 20th century. Particular attention is paid to the analysis of the work of the colonization experts of the specified period (A.I. Vasilchikov, F.M. Umanets, N.M. Yadrintsev, A.A. Isaev, N.Ya. Novombergsky and others), which allows to identify various theoretical positions on this issue. Comparison of the experts’ projects to the real measures of migration policy is necessary to determine whether theoretical ideas might influence formation of the real migration financing system and to identify the degree of its effectiveness. The study undertaken allows to conclude that the projects of the colonization experts of the late 19th – early 20th centuries were taken into account by the state in different degrees. Slow change of the government’s position regarding the migration to Siberia has caused long delays in the implementation of projects, up to their complete rejection. The reason for the rejection of the project could be a discrepancy between the proposed measures and the existing system of managing and financing migration policy, or the expert’s breach of his competence limits assigned by the state. Over time, the degree of cooperation between the state and experts was increasing, which is proved by composition of a government project (presented by P.A. Stolypin and A.V. Krivoshein) with the participation of representatives of the Migration Department.
