The Bureaucracy in the Cities of Northeastern Siberia (Second Half of the 19th − Early 20th Century): Material Conditions and Everyday Official Duties

 The article aims to investigate the socio-economic status, daily official duties, and disciplinary accountability of officials in the Yakutsk Oblast during the 19th to early 20th centuries. Analysis of the regional bureaucracy reveals mechanisms of adaptation of the imperial administration to the conditions of sparsely populated towns in Northeastern Siberia, which is relevant in the context of studying the functioning of imperial governance on Russia’s peripheries. Drawing on archival sources from the fonds of the National Archive of the Republic of Sakha (Yakutia) [NA RS(Ya)] and the State Archive of Irkutsk Oblast [GAIO], as well as published literature, the study for the first time systematically compiles data on officials’ economic activities, climate-induced changes in service schedules, language barriers, and disciplinary practices, thereby portraying the bureaucracy as an adaptive social group. The research employs historical-archival analysis and content analysis of petitions and orders. It characterizes the specifics of service conditions and organization, economic adaptation, material welfare of officials, and their social interactions in the towns of Northeastern Siberia. It is noted that local authorities sought to improve the financial situation of the bureaucracy and periodically advocated for expanding staff numbers. Officials’ relations with the surrounding society were not always peaceful, given the overly high role of public opinion in the provincial environment. These data have helped to supplement existing knowledge about the sociocultural profile of the Yakut bureaucracy.
