Settlements in the Open Flooded Area of the Novosibirsk Hydroelectric Power Station in the Mid-1950s: Relocation Regulations and Practices

 The article is devoted to the transformation of the settlement structure in connection with the construction in the 1950s on the river. Ob Novosibirsk hydroelectric station and the creation of a reservoir. The purpose of the study, the results of which are presented in the article, is to identify changes in the settlement structure of the territory in the flood and flooding zone by analyzing the established practices of transferring settlements, returning and transferring land, approaches to urban planning and standardization of new settlements. The study is based on an analysis of legislative acts in the field of land use and land management of settlements, executive administrative documents related to land issues, as well as technical and design documentation for flood zones. The array of sources used is represented by the legislative and regulatory complex, design and technical documentation of the Leningrad branch of the Hydroproject Institute, decisions of the regional and local executive authorities of the Novosibirsk region extracted from specialized publications and funds of the Central State Archive of Scientific and Technical Documentation of St. Petersburg, the State Archive of the Novosibirsk Region, district departments of archival services Novosibirsk rural, Iskitimsky, Orda districts of the Novosibirsk region and the Archival Service of Berdsk. The article reflects the regulations and practices of transferring settlements and organizing resettlement, shows priorities in solving land management issues and optimizing resettlement, designing and organizing a settlement network. It was concluded that several scenarios for the transfer of settlements were implemented in practice. It is shown that resettlement in connection with hydraulic construction has become part of the transformation policy of the agrarian settlement system, implemented since the early 1950s and aimed at transforming and reconstructing the village through the resettlement of small settlements and the enlargement of rural settlements.
