Target Capital of the House for the Poor, Elderly, and Disabled Citizens of the Kazan City Public Bank

The article considers one of the interesting examples from the viewpoint of work with capital for charitable initiative in the Kazan governorate of the first half of the 19th century. It is the House for the poor, elderly and disabled citizens of Kazan (Lozhkin Almshouse) which was opened in 1836 and maintained at the expense of a specially established financial structure − the Kazan City Public Bank. Based on the annual bank reports, the mechanism of such a financial instrument is described as “eternal deposit” (untouchable capital). The idea was that the almshouse’s capital, which had been donated by the benefactors, was placed in a savings account as an “eternal deposit” in the bank, and the interest earned from this deposit was used to support the needy and increase the number of beds for the almshouse’s residents each year. Based on the published reports on the bank’s and the almshouse’s activities, this article provides an analysis of the financial efficiency of the “eternal deposit” and the collaboration between these institutions. It also highlights the social impact of the Kazan City Public Bank’s charitable activities.
