The essence and significance of pedagogical congresses, as well as their role in transformation of the teaching status, are described in the paper: from the opposition in December 1917 to the loyal attitudes to the Soviet government in 1925. The aim of the work is to study the processes of consolidation in the teaching environment, as well as ways of using them by the example of the events of the First All-Union Teachers’ Congress and subsequent activities on the ground (in particular, in Biysk and the surrounding countryside). In the course of the work, statistical data and archival documents, such as “Materials for the retraining of mass teachers in the village (plans, protocols, regulations and correspondence for Biysk Uyezd), for 1924”, contained in the archive department of the Biysk City Administration, were analyzed. The article considers the position of a number of historians who think that the main task of the events is political. Quite tangible results in the form of institutions of a new way of life are demonstrated by the example of historical practice. The author considers that the concept of “Teaching – part of the proletariat” was the most significant. It was used to form the social identity of teachers, to join the group of Soviet citizens, so that in the future teachers could transmit the necessary values, ideas and concepts to the masses. In addition, the study indicates that in the 1920s the authorities sought to use such congresses to direct teachers to assist in the cause of socialist construction.
