Migration Processes in Cities Irkutsk Region in the Late 1990s – 2020

 The author analyzes the migration of the urban population of the Angara region over more than 20 years. Migration processes in the cities of the Irkutsk region during the period from 1998 to 2020 were active and contradictory. The decline in production, mutual non-payments and bankruptcy of many enterprises not only deprived many people of jobs, but also led to the reduction or even complete elimination of the social sphere in a number of localities. Of course, this led to a decrease in the standard of living, an increase in the incidence of diseases and a reduction in the population. If earlier the region was attractive both for residents from the regions of the Siberian Federal district and for visitors from the CIS countries, in the second half of the 2000s the region was replenished with migrants only at the expense of visitors from the Far East. With the growth of the economy in the second half of the 2000s, on the one hand, the constant need for labor caused an influx of labor resources from neighboring countries, on the other – there was a constant outflow of residents from the region. Subsequently, there was a slight deterioration in the quality of the working population. The aggressive nature of market relations, as well as the need to adapt to new, changed conditions, have contributed to the growth of competition between the peoples of the region in various fields of activity. The result of market reforms was the formation of diasporas in the Irkutsk region with a pronounced economic specialization – the so-called trade minorities from China, Central Asia and the Caucasus, competing with the local population in the economic sphere. The change of residence was caused subjectively. It was based on more favorable living conditions. The population was attracted to territories that could provide a higher quality of life: employment, the level of wages, the provision of decent social benefits (education, health, housing). The able-bodied population with a profession and ambitions left the region. A positive balance of migration could be obtained by ensuring an optimal combination of interests of the individual and society.
