October 18, 1905: one day in the fate of the Perm Governor A.P. Naumov

On October 18, 1905 in the city of Perm there were riots on the occasion of the announcement of October Manifesto. Striking railway workers decided to stop the strike and go to serve a prayer in the health of Emperor Nicholas II. Perm Governor Alexander Petrovich Naumov allowed such a mass gathering of people to pass through the streets of the city. But a police officer Ivanov was not notified of the Manifesto of 17 October 1905 and the order of the Governor. Seeing the crowd, the bailiff dispersed it with the help of Cossacks. This led to casualties and unrest. The Governor arrived at the scene to personally calm the people. Later, however, a new, revolutionary-minded crowd approached the Governor's house and demanded the Governor. He went out alone as well. The crowd surrounded him, red banners rose, the people demanded to release political prisoners, long led the Governor around the city from prison to prison. After these events, A.P. Naumov resigned, believing that he had lost authority among the local population. Six year later, in 1912 A.P. Naumov decided to return to public service, but the Minister of Internal Affairs A.A. Makarov objected, having accused him of “inaction of the power” shown by the former Perm Governor in October, 1905. A.P. Naumov's biography has not been studied in detail. Therefore, he is mentioned by historians mostly in regard to the events of October 18, 1905, described in the memoirs of S. N. Paleolog “Close to Power”. The author of the article attempts to restore important milestones in the biography of A.P. Naumov; the sources covering the events of October 18, 1905 are investigated. In Perm, other versions of why the Minister of Internal Affairs could prevent A.P. Naumov from coming back to service are offered. It is concluded that the issue of the Manifesto of 17 October, 1905 took the governors of the Empire by surprise and caused confusion and “inaction”, and even “condoning” the revolutionaries This was caused not so much by the poor communication between the central and local authorities, when the population learned about Manifesto sooner then the Governor and officials of the provincial government and police, but by the absence of new regulations of local authorities' competencies, clarification on the limits of the granted freedoms.
