Mining Supervision at the Beginning of the 20th Century: Problem of Settlements with Workers in the Factories of the Urals

In the second half of the 20th century in Russia a new system of professional mining supervision began to operate. The district engineers, who carried out this supervision, were vested with a variety of control functions, including overseeing the timely payment of salaries to mining workers. The article discusses the actions of district engineers during the acute financial crisis of the beginning of the 20th century, accompanied by frequent delays in fees. The study was conducted on the materials of the three largest mining and industrial districts of the Urals – Serginsko-Ufaleysky and Bogoslovsky, which belonged to joint-stock companies, and the Nizhnеtagilsky district of the heirs of P.P. Demidov. It turns out that the mining supervisors were responsible for their duties, as was required by law, carried out “research on the site of the displeasure that had arisen” and tried to achieve a “peace-loving agreement of the parties”. However, they did not have real levers of administrative influence on management, which was a consequence of the lack of elaboration of the working legislation. All this testifies to the fact that the formation of personnel support for mining supervision was ahead of the current legislation, which required first priority improvement.
