Museum Councils in Local History Museums in the North-East of Kazakhstan in the 1960–1970s

The 1960s and 1970s were a time of party and state support for museums, strengthening their role in the ideological education of the population. The support of the party and the state for museums contributed to the development of museums, which played a positive role not only in fostering patriotism and organizing leisure activities for a significant group of the population, but also in the development of the museum network. Public museums were opened at schools, colleges, and industrial enterprises in rural areas became widespread. Museum councils, as a form of public participation, were created in all museums of north-east of Kazakhstan, regardless of their departmental affiliation. Museum Councils involved scientists, local historians, journalists, teachers, directors and employees of state archives and libraries, party and Soviet workers, party pensioners, etc. At the same time, the places of scientists in the councils were occupied by school teachers and teachers of technical schools if higher educational and research institutes were absent in the cities. The main form of activity of the members of the museum councils of regional local history museums was ideological and advisory. Members of the Museum Councils became an influential force in solving important questions, and their opinions were taken into account for creating new museums. Museum councils performed a lot of work: participated in consultative events, approved annual and long-term plans prepared by museum employees, reports, applications, the road, location and personnel composition of expeditions, lists of protected objects, influenced in selection of personnel and the appointment of heads of structural divisions, participated in commissions for renaming or naming new streets and schools. Analysis of archival documents about the activities of museum councils shows their direct dependence on the party committees.
