The Third Session of the Joint Sino-Soviet Scientific Council on the Problem of the Amur River Basin and the Formation of the Concept of a Unified Transport Network in the South of the Far East

The article examines the ideas of scientists on the development of the transportation system of the South of the Far East on the example of the Third Session of the Joint Soviet-Chinese Scientific Council on the problems of the Amur River basin (1959). Objectives of this paper − in the article we set the following tasks: to analyze the ideas of scientists on the development of the transport network of the South of the Far East, which emerged as a result of joint expeditions of the Amur River basin; to determine the presence of ideas about a unified transport system in the reports of scientists. Under scientists the authors understand Soviet and Chinese scientists from various institutes of the USSR, who offered their ideas on the development of logistics. The South of the Far East is understood as Priamurye, Primorye. Territories, which include the left-bank basin of the middle and lower reaches of the Amur River, with all its tributaries, Lake Kizi, as well as adjacent to the Soviet South of the Far East, Chinese border territories. The authors emphasize the conditions that influenced the creation of ideas, such as cooperation with China due to the proximity of ideological platforms, which allowed the development of border territories, as well as the goals set by the Party leadership of the Seven-Year Plan of 1959−1965 (called in the literature “Seven-Year Plan”). In conclusion, the authors come to the conclusion that the session voiced proposals for the creation and further development of the transportation system, which included such branches of logistics as: water transport system, railway and road transport, as well as pipeline transport. From the authors’ point of view, the development of the transportation system was dictated by the need to develop and develop the natural resources of the Far East. The main source for the preparation of this article was the material of the Scientific Archive of the Far East Branch of the Russian Academy of Sciences.
