Social Security for War Invalids in the Tomsk Province and Tomsk District during the NEP Years

The article analyzes the process of forming a system of social and medical support for war invalids on the territory of the Tomsk province (since 1925, Tomsk district) during the period of the New Economic Policy (NEP), as one of the most important periods in the history of the USSR. Despite the difficult socio-economic situation in the country, in the territories of the Tomsk province and Tomsk district it was possible to create a powerful system for providing socio-economic and medical assistance to war disabled people. The main activities for organizing this system were entrusted to local state-public associations − Gubkompom, Gubsobes and the Peasant Committee for Public Mutual Assistance (KKOV). It is also necessary to note the importance of Tomsk for the Soviet state, since it was in this city that it was planned to organize a specialized educational institution of a regional (part of Western and Eastern Siberia) scale. However, at the moment it is difficult to definitively establish the reason for the curtailment of these undertakings due to the lack of research material. After the end of the NEP and the beginning of industrialization, there is transition of all charitable structures under the direct leadership of the state.
