The Relationship Between the Authorities and Historians in the Context of the Formation of Historical Memory about the Civil War in Russia

 The article contains an analysis of the relationship between government representatives and historians in the process of formation of the historical memory about Civil War in Russia in Soviet and post-Soviet period. The author defines the concept of “historical memory” and the relationship between the concepts of “history” and “memory”. The main stages of the relationship between the authorities and historians coinciding in principal with the periodization of the Civil War in Russia are identified and characterized. The article characterizes the main stages of these relationships and their impact on historical literature and formation of historical memory of the Russian Civil War. The author cites such major historical projects as “The History of the Civil War in the USSR” and Volume 12 of the 20-volume edition “History of Russia”, which is currently in the process of preparation for publication, as examples of interaction between the authorities and historians. It is shown, how the situation in the country, international and domestic politics influenced and affects the relationship between the government and historians in general and in the context of the formation of historical memory about the Civil War in Russia. The article indicates how the general ideas about it, its concept and historical memory relate. The historical memory of the Soviet Civil War, attempts and processes of its transformation in the post-Soviet period are characterized. The complex and transitional current state of the historical memory of the Civil War in Russian society, its differing perception by different social groups, is indicated. The author notes that the correct perception of the historical memory of the Russian Civil War, the extraction of historical lessons and the prevention of similar dramas and tragedies in the future largely depend on the interaction and mutual understanding of the authorities and the historical community, the creation of generalizing scientific publications and special manuals for school teachers and university professors.
