The last Soviet decade was filled with events that had a significant impact on the future of Russian society. The demographic subsystem, being an integral part of that, has regularly changed its characteristics under the influence of external factors. For the first time, the analysis of the changes in fertility and mortality rates of the urban population of the Tyumen region is held at this time applying the methods of conditional generation. Despite the fact that the demographic development of the region has been considered in a few papers and monographs, the specifics of the reproduction of its population, especially in urban settlements, have not been deeply researched yet. The natural movement in 1979–1989 on the basis of the total fertility rate and life expectancy, taking into account the changes in the economy and social sphere that occurred at that time is analyzed. Statistical, demographic and historical research methods are applied in the research. The theory of demographic transition is its theoretical basis. For the first time the reason of the characteristics of fertility change during the introduction of paid parental leave and during the years of Perestroika is revealed. Its features in the Khanty-Mansiysk and Yamalo-Nenets Autonomous Okrugs, the factors that determined the specifics of the Tyumen region, have been established. The extent of the studied demographic trends corresponded to the processes taking place in Western Siberia as a whole is measured. The dynamics of mortality has been determined, including the period of the anti-alcohol campaign. It was found that by the end of the 1980s mortality has become the lowest among the Western Siberian regions, while the region has maintained its leading position in terms of fertility.
