Development of the Health Care System in the Documents of the Executive Committee of the Krasnoyarsk Council of Workers Deputies in 1960–1968

The paper focuses on the documents of the Krasnoyarsk Kray Executive Committee as one of the most important sources on the development of the health care system in Krasnoyarsk region in 1960–1968. These documents generally reflect the efforts of the Kray Executive Committee in the fight against diseases and reveal the main trends in the development of the health care system in Krasnoyarsk region in the conditions of epidemiological transition. The lower boundary of the study is defined by the resolution of the Council of Ministers of the USSR and the CPSU Central Committee of January 14, 1960 “On measures for further improvement of medical services and health protection of the population of the USSR”. This decree reflected the strategic plan of the state for several years, and its realization allowed to create a strong and effective health care system in the country. The upper boundary of the study is the decree of the CPSU Central Committee and the USSR Council of Ministers “On Measures for Further Improvement of Health Care and Development of Medical Science in the Country” of July 5, 1968, which summarized the development of health care in the USSR in 1960–1968. The article analyzes construction, staffing, infectious disease control, measures to combat “diseases of civilization”, ecology, injuries. The author draws conclusions about the effectiveness and timeliness of the activities of the regional executive committee in the field of health care. The analyzed documents can be a confirmation of the priority of the fight against infectious diseases carried out by the republican and region authorities. In addition, the documents confirm the acute shortage of qualified medical personnel in the region, as well as the fact that the task of construction and repair of health care facilities was of secondary importance in the general policy of the state.
