The Campaign 1928/1929 Soviet Union Legislative Re-Election in Evaluation by Party Organization of Siberia

 The published materials reflect the evaluation by party organization Siberia the campaign 1928/1929 Soviet Union legislative re-election. Through the implementation of the campaign, the Bolsheviks achieved several goals. Besides the obvious electoral meaning, it was of great importance as a large-scale study of the sentiments of early Soviet society. The campaign served the function of purge the party and Soviet authorities, as well as the Soviet society from the “socially alien”, starting, at the same time, a campaigns of disenfranchisement. Certainly, this event was the focus of attention of party institutes at all levels. The published document evaluates the specifics of the internal review and analysis of the campaign by the party institutes. The main focus of the document was on reviewing the actions of primary party cells in order to reflect the level of mobilization of primary organizations. The general conclusions in the “Review” contained a statement of the main trend – the re-election campaign was marked by the strengthening of the position of Communists in the leadership of Soviets. Difficulties and miscalculations were largely attributed to the “alien” of the grassroots, especially rural party cells, and a weak willingness to mobilize violently in opposition to “class enemies". “Class enemies”, from the point of Bolsheviks view, on the contrary, consolidated faster and more actively during the election campaign. The published document is important not only from the point of view of demonstrating the interaction of two systems (party and Soviet) power and specific analytical potential, but also from the point of view of demonstrating a high degree of social tension in society and signs of a crisis of the legitimacy of the Bolshevik government.
