Public Organizations of Late Socialism: The Initial Stage of the Activity of the Siberian Branches of the Soviet/Russian Culture Fund

 The Soviet Cultural Foundation was established on November 12, 1986 and is considered the largest public organization of the USSR during the period of late socialism. In late 1987 – early 1988, regional branches of the All–Russian (since 1993 – Russian Cultural Foundation) Cultural Foundation were organized in Siberia: Altai, Irkutsk, Kemerovo, Novosibirsk, Tomsk, Khakass, as well as the Krasnoyarsk Regional branch. The Omsk Regional branch positioned its direct affiliation to the Soviet Cultural Foundation. The main directions and results of the Foundation's activities in Siberia were the program “Assistance to the development of national and cultural associations of peoples inhabiting the Novosibirsk region”, the association “Assistance to the revival of cultures of small peoples inhabiting Siberia”, as well as the program to perpetuate the memory of Siberians who died during the Great Patriotic War. When the Siberian branches were reorganized into branches of the Russian Cultural Foundation in 1997, personal continuity in their leadership was preserved. In general, the fund's branches helped to consolidate the forces of the intelligentsia, increase the role of scientists in the socio-political life of the macroregion. The democratic nature of the organization contributed to the implementation of creative initiatives, the emergence of Russian-level innovations, the development of civil society institutions, in particular national cultural associations. In the post-Soviet period, the Foundation maintained its position in the regional space and carried out its activities within the framework of Russian national programs and projects. Organizational experience, reputation and credibility among different groups of the population were of basic importance. Further study of the Foundation's activities seems to be very relevant and significant for the study of the processes and results of interaction between the state, society, and man in the context of socio-political dynamics, taking into account regional peculiarities.
