On the Issue of River Shipping in the Upper Reaches of the Yenisei in the Late 19th – Early 20th Century

The article considers an attempt to establish regular shipping in the upper reaches of the Yenisei in the late 19th – early 20th century. It shows the underdevelopment of the transport infrastructure in the Usinsk-Uryankhai Region, which limited the economic development of the region. The existing ways of Russian entrepreneurs and migrants entering the Trans-Sayans clearly testified to the need for the development of land and water communication routes. Despite the understanding of the importance of river shipping for the region, projects for the exploration and clearing of waterways were repeatedly postponed for financial reasons. At the beginning of the 20th century, the issue of river shipping in the upper reaches of the Yenisei began to be considered at the governmental level and acquired a strategic orientation in addition to the economic importance. The studies conducted in the Upper Yenisei showed that the project was going to be expensive and time-consuming. The article focuses on the results of meetings and commissions of various levels, at which the issue of river shipping in the upper reaches of the Yenisei was discussed. The materials of the regional meetings indicate that Russian entrepreneurs showed the greatest interest in the development of water resources in the southern part of the Yenisei. Despite the fact that the establishment of regular water communication between Russia and Tuva failed in the pre-revolutionary period, at the same time a significant amount of work was carried out. Currently, the problem of improving the transport infrastructure is still relevant for the Republic of Tuva.
