Trade Security and Customs Institutions in the Caspian Sea in the 19th Century

 The Caspian region is one of the oldest trade intersections of Eurasia. Its modern “reset” as a cross-border trade route updates attention to the issues of ensuring the security of foreign trade activities in the region and their study in historical retrospect, especially since this issue, which is extremely important for understanding the peculiarities of the historical development of the countries of the Caspian region, has not received proper coverage in historiography. Special attention in this regard deserves the 19th century, which became one of the turning points of the political and socio-economic history of the Caspian littoral states. Its landmark event was the complete transition of the Caspian Sea under the jurisdiction of Russia. The accession to the Russian Empire of the territories of Transcaucasia, which had significant foreign trade potential, the aggravation of the foreign policy situation in the Caspian region and, as a result, threats to the stable development of traditional foreign economic relations demanded that the Russian government develop measures aimed at creating safe conditions for their implementation. An important role in the process was assigned to customs institutions, the creation and activities of which in new territories in the conditions of the Russian-Persian wars of 1804–1813 and 1826–1828 were associated with significant difficulties. The article gives an overview of the main measures of the Russian government to ensure foreign trade security in the region during the indicated period, the nature and results of this activity are revealed, the role of customs institutions in their achievement and the specifics of the tasks they solve are shown.
