The article tells about the problem of ethnic and culture process, caused by the state policy, on influencing toponymical system of the Verkhnee Pritom’e. Active ethnic and culture processes in this territory increased the complexity of this toponymical system including appearance of toponymical constructs, which resulted from peaceful and high intensive interaction of different ethnic groups in the latter half of 19th century – the 1st quarter of the 20th century; it was a synthesis of their culture and linguistic traditions. Such interaction was possible due to the population growth and peasant migrations to Siberia controlled by the government during the Stolypin agrarian reforms. Infrastructure projects were also a reason. The author emphasizes the main role of the state in stimulating culture and ethnic interaction between indigenous and alien population. The majority of the alien population were Russians, and they had significant influence on the toponymical system, and its general transformation. The research proves that particular toponymical layers began to form not only as a result of interaction between the Russians and the indigenous people but also as a result of state policy. The induced changes of the toponyms by the Soviet state were a new stage for the toponymical system of the region.
