Demographic Potential of the Krasnoyarsk Krai in the Context of Social Transformations in the Post-Soviet Decades

 The main trends in the development of the demographic potential of the Siberian territories in the post-Soviet thirty years are considered using the example of the Krasnoyarsk Krai. It is found out with what potential Siberians came in the new period of development of the country, how it changed in the conditions of radical transformation of society and what features of this process were manifested in the region. The author evaluates the quality of demographic potential at the moment, its possibilities in the reproduction of the population and the modernization of all spheres of life in the region in the future. All processes in the Krasnoyarsk Krai have been studied in comparison with similar processes in Russia as a whole. The analysis is based on the results of the general population censuses of 1989, 2002 and 2010, the micro-censuses of 1994 and 2015, and current statistics. The study of changes in the main components of the demographic potential (migration, natural population growth, its structures and the main types of demographic behavior of Krasnoyarsk residents), as well as their determinants, showed that the processes were of a transitional nature, combining modernization and traditional features. The result of the development of demographic potential is mostly negative. The quantitative and qualitative losses of the population in the region, especially in the countryside, are much higher than the national ones, and the formed development trends do not promise good prospects. The region has lost its demographic advantages that existed in the Soviet period (a younger population, increased natural growth, an influx of people from all over the country). The measures of the federal and regional authorities to regulate the development of population have shown poor effectiveness. It is required to carry out the search for the new measures that can meet the challenges of the time.
