Results of the Implementation of the First Stage of the Compatriots Resettlement Programme for the Eastern Regions of Russia (2007–2012)

 The article is devoted to the analysis of the modern repatriation policy of Russia concerning the implementation of the first stage (2007–2012) of the governmental “Programme of voluntary resettlement of compatriots living abroad” for the regions of the Siberian and Far Eastern federal districts (SFD and FEFD). Attention is focused on the analysis of both the federal component of the programme and regional resettlement modules. In 2007 the Programme involved 7 regions of Siberia and the Russian Far East, by 2012 their number had increased to 14. Most of projects proposed by the regions of Siberia and the Russian Far East were aimed to develop the border regions, industrial macro-regions and urban agglomerations. In the SFD migrants preferred the Novosibirsk, Omsk, Irkutsk regions and the Krasnoyarsk Krai, in the FEDF – the Primorsky Krai. The Siberian and Far Eastern regions have drawn the interest of resettlers from Kazakhstan, Uzbekistan, Ukraine and Kyrgyzstan. In 2007-2012 in the framework of the Resettlement Programme Siberia and the Russian Far East hosted about 24,500 migrants. The programme’s approach and its pilot nature allowed resettling people based on the formed priorities. However, the state once again tried to regulate migration. As a result, the voluntary migration actually became a planned resettlement, with a focus on a specific place of residence, which reduced to naught the very principle of voluntariness and significantly reduced the effect of the programme implementation.
