State and Collective Farm System in the First Half of the 1960s: Development Problems and Anti-Crisis Recommendations of Scientific Economists

 The article analyzes a poor studied aspect of the history of agrarian transformations by N.S. Khrushchev: sent to the Central Committee of the CPSU in 1962–1963 proposals of scientific economists to withdraw agriculture from the crisis situation, as well as measures by the country’s leadership to implement them. These proposals were made in the notes by K.P. Obolensky, N.Ya. Itskov, M.Ya. Lemeshev, S.G. Kolesnev, who urged the supreme power to use the economic levers for rising state and collective farms: to regulate the level of purchase prices, increase the wages of workers, observe the principle of planning “from below”, stop the policy of restricting personal subsidiary farms, use scientifically based agricultural technology, accelerate the development of the agriculture material base. It was proposed to improve the situation in state farms, much of which worked unsatisfactory, on the one hand, by rationalizing the activities of enterprises, strengthening its material and technical base, and on the other, by instilling a sense of responsibility for their labor results in the workers of state farms, and by their involvement in production management. It was suggested to rely on collective principles in the farm activities. The latter applied to a much greater extent to collective farms than to state farms. Labor in collective farm production had to be adequately paid so that it would bring the main income for villagers. However, personal subsidiary plots were to continue playing a significant role in the rural population life. During the period under review, the collective farms received tangible material assistance from the state. The persecution cessation of personal subsidiary plots became possible only after N.S. Khrushchev’s resignation. Some proposal implementation to increase the level of profitability of collective farms and their workers was not fully thought out.
