Organization of Resettlement to Rural Areas of the Crimean Region in the Second Half of the 1950s – Mid-1960s

 The article discusses the main factors of organization of the process of resettlement of collective farmers to the countryside of Crimea in the second half of the 1950s – early 1960s and the distinctive features that qualitatively separate it from the previous period. The dynamics of changes in the statistics of the able-bodied population at the beginning and at the end of the period under consideration is studied. It is shown how the shortage of workers affected the increase in workload for collective farmers employed in agriculture. An attempt was made to investigate the main reasons that influenced the successful solution of the problem of labor shortages in rural areas of the Crimean region of the studied period. The main guidance documents adopted on this issue, business correspondence between the leadership of the Ukrainian SSR and the Union Government, as well as the most characteristic reports and notes that reveal the general picture of the practical implementation of the resettlement policy are examined. The main activities that contributed to the consolidation of the villagers in new places, including the expansion of the system of benefits for them, are highlighted. Particular emphasis is placed on solving the housing problem in new places for newly arrived collective farmers. In particular, it is shown how the problem related to the practice of resettling immigrants to local collective farmers was solved. It is shown how the ongoing resettlement policy influenced the change in the national composition of the population of the peninsula. Compared with the previous studies in this area, the range of archived documents has been significantly expanded. As the main sources for this study, archival documents from the State Archive of the Russian Federation, Russian State Archive of the Economy, Central State Archive of Ukraine and Central State Archives of Public Organizations of Ukraine were used, as well as officially published reference books on the national economy of the Crimean region and local press materials.
