On the Periphery of Science: Higher Education Establishments in the East of the USSR During the “Late Stalinism” Years

 The paper is devoted to identifying the place of higher education establishments as part of the scientific potential of the eastern regions of the country in the second half of the 1940s – early 1950s. It contains the analysis of correlations between capacities of the institutions of higher education and the priorities of current and future economic policies in the East of the USSR. The sectoral and territorial structure of higher education establishments is presented, and the potential of higher education personnel is assessed. According to the author, contrary to the requirements of economic and technological imperatives, during the period under review, higher education in the eastern regions of the country developed according to an inertial, pre-war scenario based on the mobilization paradigm. This called into question its ability to adequately respond to the challenges of the time, both in terms of scientific research, and in terms of the quality and scale of training for the future development of the economy.
