The Training for the Army in the Field of the World War I in the Omsk Military District: Specificity or Norm? Comparative Analysis With the Moscow and Kazan Military Districts

 The article is based on orders concerning the training of personnel for the army in the field in the Omsk, Moscow and Kazan military districts. Being located in different regions of the Russian Empire, these districts could face different challenges and difficulties in their activities. The purpose of the article is to find out whether this factor influenced the course of preparation and its results or not. At the same time, several commanders-in-chief of the Moscow Military District were replaced during the war; it also helps to find out how much the personality and competence of a commander influenced the work of the district command and the effectiveness of the district. An analysis of the documents available to the author suggests that, due to the unification of the army as a structure and the general theoretical foundations of training, the location of the district had a relatively insignificant effect on its training of personnel. The author considers as more important factors commander’s competence and his approach to work, as well as differences in the number of personnel among the units located in various districts.
