Unrealized Version of Soft Collectivization of Dairy Industry: Gosplan on Situation in Butter-Making and its Perspectives (1929)

The published document contains version of the State Planning Commission on the causes of dysfunction of dairy farming and butter production on the eve of collectivization. On June 8, 1928, USSR STO instructed State Planning Commission to prepare report on the situation in dairy farming and dairy industry. A report entitled “Nearest Measures for the Development of Productive Livestock and the Dairy Industry” was presented at the meeting of STO on February 1, 1929. At the same meeting, Gosplan and other departments were instructed to submit their concrete proposals on measures to strengthen the dairy farming and dairy industry to STO within three weeks. On February, 6 the conclusion of agricultural section “On the state of dairy farming and dairy industry and the plan for butter procurement campaign of 1928/29” was discussed at a meeting of Presidium of State Planning Commission. Gosplan did not accept supporting resolution, since there was a discussion in STO. The concept of the State Planning Commission was based on the need to intensify dairy farming, which required additional investments in strengthening fodder base, construction of new butter-production enterprises, and protectionist purchase prices for butter. Document shows loyal attitude towards private peasant farms and expresses concern about the fragmentation of peasant farms. In dairy cooperation the idea of equality of the simplest associations and its complex forms – collective farms – was accepted.
