The article highlights the principles of work of the public project “Open List” – a database of political terror victims in the USSR from 1917 to 1991, built on the basis of the MediaWiki engine. The main source of data are “Books of Memory” of political terror victims, collected in united database by International Memorial, also “Open list” contains information from regional and researchers’ databases, academic literature and other sources. One of the main features for database users is the ability to add new names, write biographical notes about terror victims, attach photos and documents confirming new data. Thus “Open list” helps to supplement and refine the information gathered through the many years of work of Memorial. The article notes the role of crowdsourcing in the replenishment of the database, describes the opportunities for volunteers to supplement and clean the information contained in the database. “Open list” also conducts archival work: together with the Russian State Archive project staff make up the Electronic Book of memory of repressed Muscovites, in which many names are mentioned for the first time.
