The article deals with the biography of General Nikolai Alexandrovich Stepanov in relation to his service in the old Russian army and in the ranks of anti-Bolshevik armed formations during the civil war. The author analyzes N.A.Stepanov's work as a Military Minister in the Russian government of Admiral A. V. Kolchak; identifies the objective and subjective factors that led to the failure of General Stepanov’s activities in training the recruits in the rear for the army operating on the front line.
